Newark is putting new security cameras at 10 illegal dumping hotspots in its North Ward as the city tries to curb trash piles that keep showing up on local streets. Officials say the cameras are meant to help identify offenders, not to broadly monitor residents.
What’s being installed
Residents in the North Ward will start seeing cameras at 10 locations known for illegal dumping, including Third Avenue. The East Ward already has similar cameras in place.
City officials said the equipment was purchased with grant funding. They also stressed that these are not the Flock-brand AI cameras that have drawn controversy elsewhere.
Instead, the cameras being used here include license plate readers. East Ward Councilman Mike Silva said that makes it much harder for people to avoid being identified when they dump waste illegally.
How the city says the system will work
The camera rollout is being handled as a partnership with the Newark Police Department. According to councilmembers, captains in the North and East wards will be able to access the footage and pass video along to the citywide illegal dumping task force.
Officials say warning signs will be posted at each camera location so people know they are being recorded. North Ward Councilman Anibal Ramos Jr. said the city is not trying to invade anyone’s privacy, but it does intend to pursue the people responsible.
The push comes after dumping incidents were captured on camera in the East Ward this month. Silva said about a half dozen people have been caught, and that most of them were from outside Newark.

Why it matters
Newark already offers free bulk trash disposal at service centers in four of its five wards. Even with those options, illegal piles still end up on streets around the city.
Ramos said the issue may not always rank as a major police priority, but for neighborhoods it is a serious quality of life problem. The hope is that visible cameras, posted notices and license plate evidence will make dumping a riskier choice for would-be offenders.
How license plate cameras work
License plate cameras are fixed or mobile devices that capture images of passing vehicles and read the plate number using software. They are often used in places where repeat offending is hard to police in person. In dumping areas, the aim is usually simple: record which vehicles enter, stop, or return at suspicious times, then give investigators leads they can check against other evidence.
A camera does not automatically prove who dumped waste. Plates can be misread, vehicles can be borrowed, and context matters. Clear images, time stamps, and supporting footage or witness reports are often what make the record useful.
Why they are used at dumping hotspots
Illegal dumping tends to cluster in places that feel hidden, poorly lit, or easy to drive up to quickly. Piles of rubbish can attract more rubbish, make streets feel neglected, block pavements, draw pests, and raise clean up costs for everyone. Visible cameras can work as a deterrent because they increase the chance that a vehicle can be traced later.
These systems can also help councils or local authorities spot patterns, such as repeat drop offs, common vehicle types, or times when problem sites are most active.

What residents can do
If you need to get rid of bulky items, check your local authority's rules before moving anything to the kerb. Many places offer scheduled collection, recycling centres, or special drop off options, but the rules vary. Keep receipts or booking confirmations if you pay someone to take waste away.
If you see dumping, report it promptly through the local reporting channel and, if safe, note the time, vehicle details, and direction of travel. Avoid confronting anyone directly. Good lighting, secure bins, and reporting repeat build ups early can also help stop a spot becoming a magnet for more waste.
