The house sitter is permitted to live on the property while the owner is gone. Most people do it as a favor, but some also get paid for it like any normal job.
It's usually hard to find a house sitter since you can't entrust just anyone with this task and allow them to be in your private space. Trust is a key component, and without it, this arrangement would not be possible.
