Trouble Looms As Man Calls The Cops On His Neighbour's Chaotic "Small Party"
When it's chaotic, you call the cops

It's normal to host or attend parties every once in a while. But then, it is your duty as the host of the party to minimize noise levels.
Normally, it's best to host the celebration in a location where your neighbors won't be able to hear the music. For this, people who can afford it would rent a hall for the celebration while the rest would just celebrate in their homes.,
For the latter, it's important to give your neighbors advance notice. People who reside across the street and those who back onto your property are also included, not only those who live next door.
This allows them to go somewhere for the night, if they are able, or you can even think about inviting them. Also, you can't assume that you can be as loud as you want since your neighbors have already been notified.
Even if you told your neighbors about the party, they still have the right to complain. In fact, they can report excessive noise from your party to the police at any time of day or night.
This is what the OP of today's story had to do to have his peace back. His upstairs neighbor did tell him she was having a small birthday get-together.

It's best to keep in mind that while parties are permitted, they are typically held to commemorate special occasions like birthdays or achievements. It may be seen as unreasonable to host noisy, disruptive parties from time to time.
