We definitely think that OP is not the problem here, and the fact that her neighbors are acting this way makes us nervous. We believe that she should leave the camera up and just see what she can observe because the neighbors are already in the wrong by leaving her threatening messages on her camera.
This could definitely be the case, too, though; they might be nervous you're going to catch them doing something they're not supposed to do.
